NEW ALA FISHING PASS REQUIRED

ATTENTION MEMBERS! NEW FOR 2020...

Did you know that the reason Lake Arrowhead exists today is because of fishing?! What started out as an irrigation reservoir, hit a "wall" when the original developer lost a court battle over water rights. At that time, the dam was nowhere near completion. However, an alpine angler's paradise was envisioned. This created an impetus to finish the project, and it eventually created Lake Arrowhead herself!

The Situation: Fishing creates a demand to replenish fish in our lake. We have had three fish hatcheries in our near 100 year history, but none of them have operated for decades. The state does not stock our lake because of our private status, even though anglers 16 years of age and older are required to purchase a state fishing license. Additionally, the state requires that trout stocked in our lake be sterile so our fish cannot reproduce. Our only way to re-supply the lake with trout is by purchasing fish from private hatcheries. In 2014, there were five of these hatcheries available to us. Today, there are only two in business. This number will continue to shrink, and one day we may not be able to procure fish. This would be a travesty for Lake Arrowhead!
The Solution: Since fishing is an important pastime for many members and their families, ALA wishes to have a sustainable fishery for generations to come. To ensure this, we must invest in our ability to raise fish, which is why we have created the fishing pass.

The annual fee for a Fishing Pass is only $100 per membership. This pass allows you, your family and your friends all year long for any species of fish, anywhere on Lake Arrowhead and Grass Valley Lake, in accordance with ALA and state fishing rules (limit 10 per card). 100% of the fee you pay will go towards fishery enhancements. A comparable trout and bass fishing lake in Southern California has membership prices that are many times higher than this fee is. Note: ALA will continue to fund trout stockings via the annual operating budget ($75,000 is budgeted for 2020).

How it Works: The Fishing Pass is a year-specific ID card that will be issued to those members that have paid the fee. Only one card will be issued per year and will be valid from April 1st to March 31st. It must be worn above the waist while fishing on ALA property so make sure to keep it in a handy place when it's not in use; such as your tackle box or with your boat keys. Free lanyards are available in the ALA office, that can hold your Fishing Pass and your RFID-enabled membership cards.

Advantages for ALL ALA Members: An additional benefit of the Fishing Pass is that it will enhance safety by creating another identification system for our Lake Safety staff. They will be able to determine if someone is lawfully fishing or if someone is illegally fishing on docks or shoreline, etc. Staff will also more easily be able to keep out poachers.

If you haven't gone fishing in a while, we challenge you to get a Fishing Pass and get out on the water with your loved ones, and start making priceless memories. If you don't fish, we still recommend that you purchase a Fishing Pass because your dollars will create a more valuable association and help maintain the lake’s ecosystem and environmental health.

Lake Arrowhead's fishing heritage started nearly 100 years ago in 1922 and gave birth to an incredible lake. With your help, the fishing pass will keep the legacy going forward for the next 100 years and beyond!

The ALA Annual Fishing Pass...Don’t go fishing without it!
 All Arrowhead Woods property owners, including but not limited to ALA Members, will be required to carry and display the ALA Fishing Pass on ALA property while fishing; the pass must be displayed above the waist and in plain sight
 One pass shall be issued per membership or APN
 The ALA Fishing Pass extends to all family and friends who are associated with the member (limit 10)
 A valid state fishing license IS ALSO REQUIRED for any person 16 or older and is subject to inspection by the state warden
 All state laws and ALA fishing rules shall apply to Fishing Pass holders
 ALA Fishing Pass holders shall surrender pass for inspection to ALA staff upon request
 The annual ALA Fishing Pass is sold in the ALA office to all eligible property owners with proof of ALA Membership or proof of property ownership in Arrowhead Woods
 The ALA office shall maintain records of valid ALA Fishing Pass holders; ALA Fishing Pass holder records shall be available to ALA staff through the Membership database
 All fees paid for the Annual ALA Fishing Pass shall go towards fishery enhancements
 The ALA Fishing Rules are available in the office and on the ALA website (www.ala-ca.org); all persons fishing on ALA property must first read the ALA Fishing Rules and review the rules once a year thereafter
 ALA Fishing Passes are valid from April 1 to March 31; the pass expires on March 31, regardless of when it was purchased
 Replacement Fishing Pass fee (for lost passes): $30.
 A grace period will exist until June 30,2020; thereafter, all individuals must have a Fishing Pass while fishing on ALA property
July 1, 2020 - December 31, 2020: A $50.00 fine may be imposed for the violation of fishing without a Fishing Pass. A violating member will be required to purchase a Fishing Pass for $100.00 within 30 days. Violating member fishing privileges are suspended until the member acquires a fishing pass. If member fails to purchase a Fishing Pass within 30 days, a $100 assessment will occur against the member's account. The violating member assessed with the $100.00 fee for noncompliance will not be able to renew their ALA membership until this fee is paid.
A $25 fine may be imposed for fishing passes purchased, but not in possession. (Similar to boating without an ALA boat operator's license in possession).
After January 1, 2021, a $100 fine will be scheduled for violation of fishing without a Fishing Pass. A violating member will be required to purchase a Fishing Pass for $100 within 30 days. Violating member fishing privileges are suspended until the member acquires a Fishing Pass. If member fails to purchase a Fishing Pass within 30 days, a $100 assessment will occur against the member's account. The violating member assessed with the $100.00 fee for noncompliance will not be able to renew their ALA membership until this fee is paid. Any additional violation, after a first violation for fishing without a pass is issued, may result in revocation of fishing privileges on ALA property and suspension or expulsion of membership.
Counterfeit (illegal duplication) of Fishing Pass may result in suspension or expulsion of the member from the Arrowhead Lake Association.
